Answer: Indiana Code chapter 10-16-8 establishes the Guard Reserve as part of the Military Department of Indiana. As a supplemental force when a portion of the National Guard is in federal service, the Guard Reserve is subject solely to the orders of the Governor and is commanded by The Adjutant General of the State of Indiana. Accordingly, the Guard Reserve may augment or embed with the National Guard during emergencies. One of the missions of the Guard Reserve is to in-process, train and manage civilian volunteers who respond to the Governors call for emergency service to their fellow Hoosiers. The mission of the Indiana Guard Reserve is to maintain, organize, and train military forces capable of timely and effective response; in support of orders from the Governor under all conditions prescribed by the civil statutes of Indiana; to provide military assistance to civil authorities under conditions of disaster or emergency and to assume the state's responsibilities of the Indiana National Guard upon their mobilization into federal military service. The mission was expanded to include care and counseling for family members of the Indiana National Guard once they are federalized.
