Answer: ESTABLISHMENT OF THE AUTHORITY Tanzania Civil Aviation Authority (TCAA) is a semi- autonomous public institution responsible for overseeing aviation industry in the United Republic of Tanzania. The Authority was established as a corporate body, pursuant to the Civil Aviation Act CAP 80(R.E 2006). CORPORATE GOVERNANCE The Authority is governed by a seven-member board of directors with six non-executive members and the Director General of the Authority. The President appoints the Chairman and the Vice-Chairman and the other directors are appointed by the Minister responsible for aviation. The Board has four Committees namely the Executive Committee, the Human Resources and Administration Committee, the Audit and Finance Committee and the Technical Committee, which undertake in-depth analysis of issues before referring them to the Board with recommendations. THE LEGISLATIVE MANDATE The Act mandates the Authority with provision to air navigation services and regulation of safety and security of the industry as well as economic regulation of air transport services, aeronautical airport services (airsides airport operations ground handling, refueling, in-flight catering and air navigation services.
