SCG was founded by Dr. Querine Hanlon in 2013 to provide a solution. Despite billions of dollars in security assistance provided by international donors, recipient countries continue to lack the necessary capabilities to protect their citizens and contain terrorism, organized crime, and other sources of instability. SCGs solution is based on the premise that donor and recipient efforts will only bring lasting results when assistance is designed and delivered as part of a strategic capacity building approach in which the broader security system is assessed, capacity gaps are adequately identified and prioritized, and appropriate processes and practices are institutionalized.
