Answer: The OCWR, formerly known as the Office of Compliance, is an independent, non-partisan office that serves over 30,000 employees of the legislative branch. Our office was established to ensure the integrity of the Congressional Accountability Act of 1995 (CAA) through programs of dispute resolution, education, and enforcement. These programs assist members of Congress, employing offices, employees, and the visiting public in understanding the 14 workplace and accessibility laws incorporated in the CAA. The OCWR administers and ensures the integrity of the dispute resolution system established to resolve disputes that arise under the CAA; carries out an education and training program for Congressional Members, employing offices, and Congressional employees to assist them in understanding their rights and responsibilities under the CAA; and advises Congress on needed changes and amendments to the CAA. The General Counsel of the OCWR has independent investigatory and enforcement authority for certain violations of the CAA.
