The Fund was created by an ordinance approved and adopted by the Fort Worth City Council on September 12, 1945. At that time, the Fund had just 1,209 members. Today, membership has grown to more than 11,000, including more than 6,000 active members and nearly 5,000 retirees and beneficiaries. A staff of approximately 20 people manage the Fund's daily operations and administration. The Fund is governed by a Board of Trustees, composed of 13 members.
