Answer: A DYNAMIC ORGANIZATION The Association of Water Board Directors Texas was formed in the early 1970s to promote unity and education among the various water districts in Texas. We are an advocacy group for utility districts. The Association has more than 900 members. The membership is made up of different types of districts; MUDs (Municipal Utility Districts), PUDs (Public Utility Districts), SUDs (Special Utility Districts), UDs (Utility Districts), and WCIDs (Water Control & Improvement Districts), etc. Each of these districts is governed by at least a 5-member board of directors, who live or own property in the district that they govern. Levee Improvement Districts (LIDs) are also part of our membership. Our directors are grass root public officials.
